C24: Enhancement of the Cultural Industry

Component 24 of the Recovery, Transformation, and Resilience Plan, entitled Enhancement of the Cultural Industry, focuses on boosting competitiveness through the Statute of the Artist, patronage, and copyright protection. It also promotes the professionalization and digital presence of creators, SMEs, and rights holders; fosters the integration of the cultural sector in urban and rural areas; and modernizes large heritage infrastructures and relevant cultural services such as museums and libraries. Additionally, it also contributes to the digitalization of heritage funds (with projects such as the National Library) and implements digital tools for managing grants and subsidies, as well as software licenses for museums and art centers. All these actions are aligned with the territorial cohesion, sustainability, and digital transformation pillars established in the Recovery and Resilience Facility, with a focus on gender equality and avoiding any negative environmental impact.

In the case of La Rinconada, this component is coming to fruition in the form of improvements and modernization efforts for its three public libraries—La Rinconada Public Library, San José de la Rinconada Public Library, and Hacienda Santa Cruz Public Library—thus consolidating these spaces as accessible, innovative, and citizen‑oriented cultural centers. These investments contribute to increase reading rates, expanding access to culture, and supporting the digital transformation of the municipal library system.
